I think 8-10 kbps is enough to book a ticket I have even booked with 3-4 kbps with my mobile as modem
INternet speed does not matter much
main problem is the irctc site.
its too slow & by the time u could log in, u may find that the status is WL.
so, its always safe to visit PRS for Tatkal ticket.

bilkul sahi kaha aapne better to go to PRS counter but for that u have to go as early as possible.
