When you say that "wr stations have more local trains passing through them than cr counterparts" then CR as a unified zone should be considered......you cannot separate sections just to prove that no of services are more
Buddy, its not just Local, but about busiest Junction!! Further Station should address Junction criteria & big enough to compete with the likes of MGS/JHS/ET/BZA!!
If would have been only Local, then KYN wouldnt been able to be @ par with CSTM, forget WR vs CR Line!
List has to be taken comprehensively as combination of Freight, M/E & Local.

you took it the otherway.
I meant to say cr mainline has 900 services,so a station in cr wont have more than 900 services passing through it except thane,kurla and cst which also share transharbour and harbour lines.
On the western line since total no of services is 1200,thus no of trains passing through a station can easily go beyond 900.thus i said more emu's pass through a station on wr than on a station in cr
