TATA didn't needed a Antyodaya, it had been better if TATA was given a SF to Mumbai.
Antyodaya is used mainly by working class people and TATA is already an industrial city, so why would workers migrate from TATA, rather TATA attracts working class from nearby areas.

That is why it was a Flop.TATA needs dedicated connection to NDLS as well.
A dedicated connection to Ndls is appreciable via BKSC
