The issue is not about Mahe itself, but the location of its Railway Station. The Railway line in Kerala were laid by the British and there is a station called Mahe (which was a french territory). The question is whether the British laid line went through french territory. As the British and the french were on good terms this could have been possible (therefore Mahe RS is within Mahe in the map) or the British earmarked a station called Mahe on their territory for the french controlled Mahe which indicates that Mahe RS is in Kerala as pointed out by AnandNambiyar and Jay.
In my opinion a good large scale Survey of India map of Kerala would help us to confirm the
