They check if the ballast below the tracks and sleepers is of sufficient depth and is in good shape (proper ventilation and drainage). If the ballast (the small rocks all along the railway tracks) is not in a proper condition can sag and become distorted. Usually a Ballast screening machine is used to check if the ballast is packed properly.
