First of all A1 category meaning itself is changed in new system. So no A or B cat station.
NSG system would take account of everything from earnings with an EQUAL weightage given to Passenger Footfalls.
With that said we have to see that which station would get what category!
Stations like DHN ,ASN would be anyway placed in higher categories as compared to...

But trains rarely skip KGP. If they bypass, then halt is given @Hijli
The trains does not runs via KGP , it runs via Nimpura.
Hijli is a small station , Where medinipur is not only the District & divisional HQ. It is well connected with other cities. Also Medinipur is the terminal point of HOWRAH EMU's & it is not far from KGP.

I know it runs via Nimpura, that's why I said that trains bypassing KGP are generally given halt @Hijli
