First Electrification and it creates indirect means of funds like what ? Nextly utilize that fund to double the remaining lines okay but how about again electrifying those doubled lines ? Their u need to invest again for it later. Look at process of Doubling take example of Bhigwan Gulbarga and hospet Vasco doubling and also these are sanctioned for RE but They never start Electrification before complete doubling of the sections..Reason is their is lot savings to RE the section after doubling like They come to know Lines going to run parallel wheRE they can use one horizontal structure to feed lines saving one vertical structure as Gap between lines is less and also they come to know where to errect separate vertical aND horizontal structure for feed line. In Those structure they get more savings.so now u say making indirect fund and spend that to doubling and again spend...
extra for that doubled line RE us good or Making profit in fund while doing RE of doubled line is good ? Here only I considered Initial capital to spend. Technically if we go means we need to consider load of Second line also to design substation which should hv instal capacity to take load of future double line and also all Scada controlling also need to be hv provisions to control future double line so it makes Testing and commissioning will be not perfect one as we need to wait for double line get ready to commission Electrification if we commission only for single line and again we need to make arrangements for future double line for which same Contractor charges u more amount as it will be new job for him and rates will also be not same comparing to first line installation charges..If u Install Do Testing Commissioning at same time for both doubled lines then cost will be less compared to Your opinion of RE of single then Construct double and then RE of that makes Expenses more..RM also Described that he want to give RE process of all lines together as a bulk which gets good discount for railways so IR in standard way never carry RE until route is doubled and later doubled route can be electrified which costs less to Railways.
