17487 which left DVD at 10:50 reached VSKP at 11:40..LTT VSKP arrived DVD at 11:20..and 12897 left DVD just before that at 11:13 reached VSKP only at 12:00 so some congestion is there today between DVD VSKP so may be they allowed Ratnachal ahead due to this
