Is there any specific reason for delaying the e-loco attachements for amaravathi,prashanthi ,special trains ?

Yup speeds of UBL GTL can be increased but you might know how much traffic of freights on this section. You can find each freight train looped at one or another station between UBL BAY so this makes them speed restrictions but hope after complete doubling this section will be utilized for high speeds for passenger trains. And as u said Amravati Exp can come into its older avatar as Amravati SF Exp..
