Connecting a city or a town with every other town or city is never possible in a country like India filled with branch lines.

I think IR should give connectivity from national capital to state capital(because every capital should have a major to every districts of concern state).And Connection from state capital to district HQ or major town or city since i India some cities or DHQ does not a better connectivity to state capital if then how we think IR should provide every city to state or natioanl capital and it does not possible so

Yes, Intra means within, so for all cities within a state will be Intra-state and outside the state will be inter-state.
