Yes. The first one of such a kind which I saw was RPM's 30630. See in your pic carefully. The HOG ports are blocked.
Oh RPM has such!! Ha yeah they are sealed!! but why is it for future installation?
Many 306XX locos have been manufactured like this. Yes. Maybe they will modify in future as per the demand.
