"Confirmtkt", is this the app you were saying? It doesn't sell tickets, it uses your IRCTC account info to book which means it doesn't sell tickets, it just makes your booking easy.
If you search for a train number in Google, the first result invariably be from IRI, I don't know how much more popular we can get than that. There may be less people who are members here but there many more who use it. I don't think IRI wants to get into business, if it wants sure it can but I don't think I approve it, though my opinion is as useful as 'ueue' in Queue. Yes, we have to improvise and grow but that shouldn't be so drastic, even Parliament has been restricted to do drastic changes to Constitution of India.

Taking convenience fee to make your booking easy or manage your bookings is different from ticket sale or resale. The second screenshot specifically mentions that they take convenience fee for the services they provide like managing your bookings, that's not selling tickets. Selling tickets means you take a fee from people to see/use what you own or got license from the owner of something, to take a fee from people to see/use it. May be you should use the right words to convey what you think first, before you tell others to do research.
