Ride quality and general reliability issues. Basically they were trying to extract as much power as possible from the ALCO powerpack. It was originally built for 2600HP, but DLW built and improved on it until they were able to get about 3600HP, but this was basically stretching the limit.
They tried several modifications of the basic WDM2 model. The WDM3A was successful and then IR tried to add some advanced features of the EMDs in them and experimented with the WDM3B/C/D/E/F classes. In the end, only the 3D proved very successful and they realized there wasn't really any more that they can extract from the old ALCO model. thus the complete switchover to EMDs.
