It is a clear case of mismanagement and corruption. Some hard disciplinary action is required to create benchmark otherwise it will be continue going as it is.Divisional head should resign if he cannot control such things. Only getting salary is not the motive. Need reform otherwise go outside and talented one will fill the gap.
