Train splashing water

Looks like the water was stagnant only at the station (Notice that the water splashing starts suddenly after the train enters the station). Usually if there is anything dangerous on track or if there are any cautions etc that come up suddenly and are not in the caution order issued to the LP, the SM warns the previous station's SM to make sure that the news is communicated to the incoming LP's. If that is not possible, the signal aspects are changed or some personnel will by physically present before the station to warn the LP.
