is this train captain new concept by IR? Will they check tickets also?

Yes present in many trains, but their work was little bit different now train captain are meant for solve your grievances in running trains
Is same itself. On-board redressal of complaints and arranging assistance to needy commuters was their duties that time too. Only difference is that it was there in only one Zone , now they expanded to more Zone.
