Electric poles are not everywhere so many places skipped by Railway. For Jamalpur to Bhagalpur apprroax 60 km of distance and more than 6 months cannot be justified in modern age. Other than jamalpur tunnel its plain area and such a huge time frame already taken still work not completed.
I feel drastic change in railway work culture is required. Otherwse .......Its too late
