Nothing dangerous. As long as the OHE wire is present, there is no need to lower the panto, unless there are some electrical or mechanical problems or any special instructions in place for that particular neutral section. Lowering pantographs in neutral sections is an older practice that is mostly not done now.
Could be just the LP debugging some issue on the loco. Occasionally, blown fuses or other electrical issues can force the panto to be lowered automatically.
It could also be that this is a neutral zone and the LP is an old-school LP following the earlier practices diligently. (Not very likely though).
