As you can see there are no proper windows or lighting or toilet arrangements like normal coach in it.
People will anyways use it due to lack of options question is why ecr or er ia using it

I don't think so.. This coach might have attached for transit.. Ye passengers bhi na.. POH ke baad in transit coaches ko bhi nahi chodte..
