The best station on this route for railfanning. And the only one that can be tried and accessed.

This station comes first after the descend from Sakleshpura begins. There are a few LCs but all are from the private estates and not for public. But you can try by getting down on NH75 and asking around and approaching the station...

I believe its 30kmph for freights and 40kmph for passenger trains on the Braganza route (the AEB speed limit). The limits might be the same on the Shiradi route as well considering that it is less steep and has catch sidings.
Earlier the maximum speed on the descent was restricted to 25kmph on the Braganza route. Around 2012, it was 30kmph. I am not aware of any later changes.

With the new relaxation on Braganza ghat, can they run more trains?
Very difficult to speculate on this. This document makes it look like some restrictions have been relaxed. But on the other hand, the railway board has put restrictions on the rake length for trains in the section and other traffic restrictions too.
Since we do not know what other things are going on in the background, at least based on this document alone, the number of train services can be increased.

Bro most of the time i have observed for e loco bankers only G5 is used why WAG9 are not used which is the best freight locomotive ?
Banking is a trivial operation for locomotives. Any locomotive with sufficient power is good enough for banking trains. So, there is no need to go for the 'best' locomotive.
Now, between a WAG5 and WAG9, a WAG5 has sufficient power for banking purposes. Also, note that multiple locomotives are used for banking, not because of power requirements alone, but more importantly, to provide more braking power when descending the gradients. In this context, a multiple unit WAG5 is better suited for banking purposes than a WAG9.
