Seems a Genuine Effort from IR people to NOT Allow General Enquiry during High TATKAL Hours between 8:00 am to 8:30am where as enquiry to number of seats available in IRCTC.
To reduce some load on the IR Site from general enquiries.
Not a good option though.

why would you say that it is not a good option? when tatkal tickets can only be booked through irctc, then having tatkal availability on the general enquiry will cause unnecessary load.....
Yes Good on some scenario.
But When u'r stuck on Tatkal Tickets and the Progress bar is still to be completed and u'r transaction is in between the PG and the IRCTC, u feel u need to chk whether the status of availability is exhausted or something left for you.
Different scenarios , different requirements. hence NOT all scenarios can be clubbed into single Liking or Dis-likings.

yeah, in the case some people do keep another window open with a second irctc account. i suppose you are right there is a conflict between the macro situation (controlling the usage) and the micro needs (of individuals who want to check simultaneously). difficult to say which is more important
