That wasn't motive behind starting tatkal.... Along side Tatkal WL used to get prefference over GNWL few years back from the hidden quotas but was changed ,also it used differ between zones in pratice particularly CR & SR used to lean heavily to clear TQWL ahead of GNWL as compared to other zones but those have been altered by RB orders few years back...
