now good news for SK,Garibrath and Humsafar passengers as IR/WCR have decided to remove diesel generators from Garibrath,HS and Samparkkranti so that more diesel can be saved and passengers can releive from sound of generators and soon HOG locos will give power for full train and no diesel generators will be used

In a manner of speaking, yes. The electricity generated by the diesel engine-alternator set is normally used for running the loco's traction motors and on-board electronics. In the HOG WDP4Bs locos, an additional inverter was used to divert some part of the power generated by the loco's diesel engine to power the coaches.
The article refers to JBP-CSTM Garibrath. It runs on entirely electrified stretch. Neither I nor did the article talked about BBS BKCS GR.
