Maybe to assess regular conditions of Lucknow- Kanpur- Aligarh- Delhi route because of high traffic density. Other trains on same route don't have much stoppage time at Lucknow.
It'll be quite helpful in identification of stress areas especially during winters.
Efficiency in safety is the prime concern here I guess. Let's wait for results.

Primary concern is safety, thats for sure and its actually a good step that railways will get real time data of wear & tear of tracks. Ye sab cheezein pehle aani chahiye thhi. Khair der aaye durust aaye.
