Observe the notation used there. They mention it as 24+1 .
Typically, some clearances are followed in platform construction. For example, to construct a platform fit for handling 24 coach trains, the platform length will be the same as that of a 24 coach rake, and with an additional clearance (For some time, the clearance used to be 4.5m). These clearances and margins keep changing from time to time. Some stations are constructed with larger clearances, while some have barely sufficient space for just the rake alone. It's likely that in this case, the +1 is as an added clearance, possibly to accommodate an additional coach in case the train is augmented with one.

Was surprised since most of the stations in that tender are on RRB-TLGP section where there are hardly any trains and MYS is looking to improve them rather than the mainline HAS, CTA, DVG, HRR stations.
