CR should transfer this train to SCR. With extension to UBL it can have an RSA with UBL-BZA Amaravati Express with PM @ BZA. This way the CC of this train will double.

They can shift it to another platform at CSMT. Some PFs accommodate longer trains too there.

Yes I agree,
But availability of those Platforms is the major issue at CSMT otherwise trains like Deccan Queen, Pragati Express etc. would have got full 24 coaches years ago.
The availability of Long Platforms at CSMT and slots at LTT is a major issue, many deserving trains have small rake length due to this issue only. Especially the trains terminating in Dadar and Mumbai CSMT.
There's
...

a huge list of contenders for those Platforms.

Same issue is with Pune Junction here, only Platform#1 can accommodate a 24 coach length rake and Platforms 2 & 3 can accommodate longer length rakes, other platforms are quite small to accommodate longer length rakes hence short length of some trains having great demand from Pune.

That is not needed. Since Amaravati 17225 is a 17 coacher which can be accommodated in all PFs of CSMT. Only 24 coach trains have constraints at CSMT. If the PM happen of the train at BZA, there is no need of PM at CSMT at all, so how do these PF constraints arise? The rake will simply be parked and then brought back to PF before and after departure. There is no need of SM as the overall distance does not exceed 3500km also. Its just needs a slight adjustment of schedule along with agreement of SCR and CR.

Yup good idea but recent news came out that SCR have plans to Extend this Amravati Exp up to Vasco so after that such RSA is difficult one. Instead SWR can make use of some 8 to 10 SWR coaches mix of AC, Sleeper and General as a Hubli CSMT slip and run present 12 CR coaches train until Ballari jn as CSMT Ballari SF Exp with PM at CR side in CSMT and Slip attaching and detaching can be done at Gadag jn. Like this SWR can help out getting koppal hospet Ballari connected to Mumbai and also providing extra quota for reservations for Gadag bagalkot Bijapur regions.
