The options 4 and 6 will be comparatively easy to do because they don't require much investment. The other options would require research and huge investments to complete. I have gone with option 6 just because it'll need just to enforcement of already placed regulations and option 4 will need some time to study the causes of delay and finding the steps to reduce that.
