IR rules regarding reservations have been bent and distorted for passenger (in)convenience in a number of ways. One illustration is in case of partly confirmed e-tickets. I quote below from page 272 of TAAG:
3) Part confirm/RAC/Waiting List
a. If on one PNR there is more than one passenger and one passenger is having confirmed/RAC status and the rest are on waiting list or vice versa, names of all such passengers will appear in the chart.

A certificate can be obtained from the Ticket Checking Staff in the train regarding non-travelling of wait-listed passengers on such tickets and refund can be obtained thereafter by sending TDR request to IRCTC.
c. If all such passengers do not want to travel before chart preparation, online cancellation can be done at present. However, after chart preparation, online request can be sent to IRCTC for seeking refund. IRCTC will arrange the refund as per extant rules after verification of the same from the zonal railway concerned.
WHAT THIS MEANS
a. No automatic cancellation/refund unlike in the case of fully WL tickets.
b. For refund of the ticket(s) in the names of WL passengers in the partially confirmed/RAC ticket under single PNR, a non-travel certificate from the TTE is required and a TDR request has to be filed with IRCTC. This is in case the passenger(s) with the confirmed/RAC ticket(s) undertake(s) the journey.
c. If none of the passengers undertakes the journey, no certificate is required but online request for refund is to be made to IRCTC.
WHAT IT DOES NOT MEAN
a. Wail-listed passengers can board the coach and travel along with the confirmed/RAC passenger by self-adjustment READ by inconveniencing other reserved passengers. For instance in an e-tkt with one 1 confirmed passenger and 5 WL passengers, can the other 5 say we will all travel by sharing one sleeper/3AC or 2AC berth.
b. This paragraph details the procedure for cancelling the ticket(s) of the WL passenger(s). However, the use of the word CAN implies that cancellation is optional and therefore conveys a wrong message that the WL passengers can undertake the journey if they so desire without cancelling their tickets.
c. This is the procedure for refund in case all the passengers wish to cancel their tickets without journey being undertaken by the confirmed/RAC passenger(s). HIGHLY RISKY as quite often UNSCRUPULOUS TTEs sell the confirmed/RAC berth to the HIGHEST BIDDER and then certify that the originally booked confirmed/RAC passenger did in fact undertake the journey.
Expert views on my interpretation of the rules are most welcome.
