If you hadn't cancel the ticket before chart prepared, the ticket can be cancel by PRS as per rules. But after expiry of time limits you can wait for 4-5 days. After those days visit PRS and ask for EDR refund. The EDR refund permissible for confirm/RAC passenger whose name appears in chart and found non travelling by TTE on board. The EDR process is as processed as cancellation procedure. This refund can be collect at any counter across India.
