Didnt think in this angle.
Yes its going to occupy maintenance slots which can be used to run 2 trains for KA like Bidar-UBL and Bidar-SBC.
They could also have run extended Dakshin via KLBG-Bidar line if they were really interested in connection to Delhi, KLBG getting a train to Delhi is highly unlikely.

BIDR is a small city. A big city or many cities being served say like UBL, GDG, BGK, BJP, SUR with a UBL - NDLS train is ok.
For BIDR a passing train would serve at most.
A train to Delhi is just a boast for RFs and layman, serving no one.

as if thousands of pilgrims will go to PVR and KOP. Absolute flop.

A train to capital is a must for states like Bihar where mass migration happens to the capital Delhi. But for Bidar at most a train from ASR/CDG for pilgrims is enough.
That pitline needs to be used for some useful train to KLBG, YG, RC, BAY or BJP, BGK, UBL - places where people from BIDR district would go or the enroute station people will use.
