the Home signal is the first Stop signal of a station at which an Outer signal is not provided and the second Stop signal of a station at which an Outer signal is provided.
HOME & OUTER has same meaning & is normally referred as HOME only be it in single or double line. HOME & STARTER are compulsory/permanent signal required without which railways can't operate.
Starter Signals are Smaller ones located just below the main body of the Signal.
It is used to indicate Clearance with Caution for Speed NOT more than 15 kmph till the next Signal.This signal is used when the previous signal was RED and a train was standing in that signal while presently it has Just moving out of that signal.
Home Signal is the last Signal before Entering a Station.
