Here is my solutions
1. Every train coming from/to VSKP side and going to/coming from WL has to stop 5 min in gunadala and 2 min in rayanapadu or a new station should be constructed (named "VIJAYAWADA CITY" ) just after vijayawada north cabin(as shown in pic)[as said by one member)

I think the plan is already there to lay a coastal line connecting machilipatnam-narasapuram. So in the suggestion given by you BVRT will be replaced by Narasapuram.
#3 can be modified to:
Samalkot/Pitapuram-Kakinada-Kotiapalli-Narasapuram-Machilipatnam
Is a 30KM indirection okay for railways? Then:
Nidadavolu-BVRM JN-Narasapuram-Machilipatnam.
Railways is unlikely to connect BVRM to Mas without connecting Narasapuram.
