Very soon SGUJ & MLDT Loco Sheds will host WAP 4-5-7..
There is a plan to convert a part of DLS to ELS.. No plans for Katihar :/

Mldt immediately should host some e locos for facilitating trains departing from there, or for eloco run till hwh/dgr
May be Now most of the train changing traction (D-Loco to E-Loco ) at KIR. But I think it will be an arrangement basis. The Final loco shed will be at NJP as adequate space are there for both D-Loco Shed and E-Loco Shed.
For this Conversion from D-Loco Shed to E-Loco Shed is very much required. Now the present condition is like that MLDT required both E-Loco Shed for Giving service towards HWH and KIR but for NJP /GHY /AGTL/SCL it requires D-Loco.
Only wap 7 don't expect wap 5 Because alloted only NR ER & WR zone Locomotives
