You are mostly correct, except for the gauge conversion part. Bangalore-Guntakal gauge conversion was completed in 1983 itself and Guntakal-Secunderabad was completed in 1998.
From the time the Bombay Rajdhani was introduced, the politicians down south were demanding a Rajdhani from Madras as well. The railways however were apprehensive to run a premium, high-fare train for such a long distance and kept pushing it out.
