As per the accompanying video, the electric traction motors of 5000 HP will be added to the existing 4500 HP diesel motors and there will be a single panto for the electrified sectors.

The Indian railways have undertaken an ambitious plan of electrifying the entire railway network in the country. In the interim, mixed routes of traction are inevitable and will continue to exist. Electric locomotives can work only with overhead catenary supply, whereas diesel locomotives have the flexibility to operate anywhere on the Indian railways network.

Dual-mode (diesel + electric) locomotives can work with diesel engine as the primary power source while operating in non-electrified routes and work as an electric locomotive by drawing power from overhead catenaries in electrified sections.

The RDSO has drawn up plans to convert the EMD WDP4D locomotives to dual fuel mode that will run on both diesel as well as AC electric traction. And unlike the converted WAGC3, the WDAP4 (wag11)will be a true dual-mode locomotive. The proposed WDAP4 locomotive is being designed to haul 26 air conditioned cars at a top speed of 135 Kmph.

Yes you are right reagarding safety and that is what Research is needed for Proper Design which can be less harmful or zero harmful to make this dual combo get operational.But in general you might saw it is the only Pantograph which recieves power over OHE and supply to Traction motors and even that supply/Feeding will be with better System where electric power is supplied to motors without power leakage in Locomotive Body. SO such designing might be required even when they host deisel fuel tank in the electric locomotive which makes it safer to work as dual combo as per requirements..I got your point now that you were talking about safety inside Locomotive hosting both Fuel tank and Motors

A YouTube Video by RailGair which shows the WAGC-3 Loco designed by DLW, Varanasi and the channel description claims that its NOT a dual traction locomotive. IRI Members can clarify on the category and fuel source of this loco.

PS: So its a great (Mued?) combo of WDG-3A and WAM-4 to develop a WAGC-3 Loco for hauling freight and passenger trains on routes that are partially electrified or wherever electric trip sheds aren't available I suppose. Comments are welcome :)
