He's not wrong, but it looks as though DEE-RE will be done by March at the latest. For the first train out of Udaipur to run on e-locos, only the small stretch from AHO to FL needs to be electrified, and I think that's already being worked on (as part of AII-JP).

I'm somewhat skeptical of the prospects of the AII-PNU electrification progress because it seems in many blocks they are waiting for the doubling to finish before starting off with electrification. But the way the lines out of JP are...

being electrified, a good number of trains in NWR should be running on e-locos come June, while I think it'll still take till December 2019 optimistically for the DEE-RE-PNU-ADI line to be doubled and electrified.
