If I am rail fanning ( taking a video of passing train ) on a station...so am I doing something against the law? Can RPF personnel stop me? Or do I need to take any prior permission?

No. As per new rules, for non commercial purposes no permission required. No one can stop unless your actions are obstructing railway's working.
That was the rule previously Sir. I asked a flagman once about this. He told me to contact SSE of concerned division for giving written permission.

Still now, for staying at a particular railway station for entire night and shooting with DSLR, one has to take prior permission I think.
