Actually most of credit goes to Suresh Prabhu ji.. he made the policy that until all the major TL/DL/NL projects are complete, no new trains will be announced in budgets.. whatever new trains are being introduced they are result of request/lobbying by MPs. MPs in turn requested becoz they recognized popular public demand for the said train.
That's why Prabhu ji in my opinion is the best RM India ever got. Was really sad when he resigned. Regarding Pratap Simha, he is the best MP becoz he responded to public demand on many occasions and introduced many new trains which were necessary for commuters.
