To reiterate, that was always the plan. No fewer than 3 contractors bailed out on the GQLW-CNA-NMH-RTM project, and to be perfectly honest with you I wouldn't be surprised if the current contractor also runs away. In any case, you can understand how things ended up in the state they ended up in.
