You are right.but In an government organization anyone can recommend or suggest any thing. Icf done it's job if it recommend what problem in that. Ultimately it's upto RB to take the call
SR alone can answer this question. SR even conducted high speed trial run from MAS-GDR. After that no progress in both the cases. In both MAS-JTJ and MAS-GDR, a lone RPM WAP7 touched 130-140.
Until Sr and Swr gives clearance to operate 130 kmph in Mas sbc section its of no use to run Vande Bharat Express here
