Despite launching so many trains, is it fair to not to offer nothing to states of North East, and Punjab and Jammu. What might be reasons for ignorance of these states.?

It is not always centre dependency.
I am giving you few example
1. When modi was CM in Gujarat, there was Congress govt. in centre for most time . But he (developed) his state and people admit Gujarat is developed state.

there are many cases filed but even judges are reluctant or bribed . otherwise they will be murdered . we had seen such cases in Maharashtra and Karnataka
