It is not the same thing. A CJT or through ticket gives passengers the advantage of lower fares through IR's telescopic fare structure. Linking two PNRs that have already been booked does not appear to be a case of providing passengers lower fares - just a reduction in the amount of inconvenience they will face if they miss a train due to late running of the previous train.
