This happens when Zone takes Punctuality Rankings way too seriously and still ranks at bottom with NCR (which can be accused of biased controlling but not of pathetic speeds, the runs of trains may get delayed due to biased controlling but at least scheduled speed is not as bad as this).
All of the aggressive and slackless timings of ECR GC Line goes down in drain when one considers the speed of trains in other areas of ECR.
I'm not trying to start ECR Vs NCR Controversy or trying to target ECR but...
