What's the problem with Dhenkanal ?
1. It's Odisha (E.CoR) based Rajdhani so first priority should be serving Odisha (E.Co.R) area.
2. The Rajdhani is diverted via long route to serve intermediate stations of Odisha so no sense making it skip stations in Odisha when the normal criteria of Rajdhani isn't considered at all (shortest route, less stoppage etc.)

number of halts set, E.Cor doesn't care whether SER Adra Division gives halt at Anara or Purulia as long as Operational Criteria are fulfilled. But ECor does care when additional halts are proposed by Intermediate Zones.
Anyways you'll get around 8-10 seats at most.
So better thing would be to demand a similar Rajdhani from Kolkata to serve Kharagpur, Purulia; then you'll get a Rajdhani with priority for West Bengal.
There's no comparison with halt of Odisha based Rajdhani in Odisha and halt of Odisha based Rajdhani in West Bengal, priority should be given to Odisha first.
