But he didn't bothered to look into either of them and asked me my name and ticked it on the chart. For other passengers who showed him paper e-ticket. He looked into the ticket to check details but again didn't bothered to check their ID-Card.
Is he fulfilling his Duty?

Correct, they usually have experience of so much year. Even a common regular traveler can judge this. But passenger should not take it in casual way. Any time TTE can ask to see for both ID card and SMS, depend on their mood or pressure from their bosses.
