Yes bro there is no rule that to keep a headquarter of a Railway Zone at Capital only. Visakhapatnam should be the headquarter of South Coast Railway Zone because if we take the example then the South Western Railway headquartered at Hubballi. Like that Visakhapatnam will be the headquarter of SCoR.
Yes bro My opinion is that Visakhapatnam division should be continued which is at present Andhra part of Waltair division and as the Vijayawada Division is big so merging the some part or area of Vijayawada division into Waltair division. Then the Waltair can also get the some revenue.
