That cannot be the exact reason.
The summer heat is at peak and EOG already being heated due to Generator can easily trigger fire in such conditions (Similar example is increased forest fire in summer)

North East exp aur Bhubaneswar Rajdhani exp EOG RCF banaya hai... RCF ka 2019 EOG is kharap hai ....i think
Also few months ago there was an article which had mentioned that the ICF started working on a design to remove the diesel generator and place it below the power coach which will open up a large space inside the coach which can be used as SL/disabled or maybe ladies or maybe even gen. I guess currently for normal express,superfast trains two EOG's have eneded up with reduced gen coaches which has become inconvenient for lot of people
