Late Running of trains creates disturbance in link allocation--its true,but for intercity trains of kolkata...it is not always applicable.Sealdah div. usually lacks passenger engines and tries to utilize whatever Locos available...this is just a strategy of TLC to utilize the link with an intercity duty. Hazarduari is running on time.
