I reached GUDUR (GDR) station and asked one ticket for VIJAYAWADA (BZA) for KERALA EXPRESS (12625) but at the counter, he refused to give the ticket to BZA and tell you to need to get the ticket up to RAMAGUNDAM which is double in distance. But VIJAYAWADA has the stopping for that train.

Distance restriction of 600 kms. So thats why you were asked to take ticket upto Ramagundam which is 601 kms from gudur.
can we take UR uts m-tkt/print copy for the same train, same distance i.e Gudur to bza
You will definitely get a UR ticket as it does not require any train name/number. But you can not board it due to the reason stated above. TTE may catch and impose a fine. I have paid once in Poorva exp back long ago.

Yes, for convenience of long distance pax this rule is there. Though it was to be removed and has been removed in some trains (dont remember names), but in many long distance trains this rule is still there.
