Yes utkrist is a project to do corruption legally. See the cond of ranchi intercity utkrist only paint done and legally money looted i think.
Also the color scheme of utkrist is very bad that light yellow color in India will get very dirty due to ghutka panparag very easily and the coaches will look more worst. Instead of wasting money on utkrist if coaches are maintain properly from day 1 then it would look much better with blue color color

Personally I saw whenever Amaravati Express comes from Vasco the train looks to be clean and well maintained even though rake is of SER. And whenever the this leaves from Howrah the train maintenance is terrific and during reaching Vasco the train doesn't gets dirty as they don't clean much periodically. That is why it disappointed me.
